Helios Strategies works with Congress on the CLEAR Act

Representative Nick Rahall (D-WV), Chairman of the House Natural Resources Committee, introduced legislation to develop and regulate federal energy resources on June 24, 2010. Following the introduction of the bill, the Consolidated Land, Energy, and Aquatic Resources (CLEAR) Act of 2009 (H.R.3534), Helios Strategies reviewed and provided suggested changes with the Ocean Renewable Energy Coalition (OREC). The Committee on Natural Resources will hold a hearing on the discussion draft of H.R.3534 on June 30, 2010.
Helios Strategies actively seeks to support and shape policy that encourages the development of offshore renewable resources, particularly ocean energy. Helios Strategies is working with members of the Committee to ensure that the CLEAR Act adequately supports the growth of offshore renewables through the creation of a distinct unit for offshore renewables, separate from the proposed regulatory systems for the oil and gas industry. Helios Strategies also recommends incorporating additional financial, zoning, and regulatory measures in the bill to foster the growth of the offshore energy industry.
