Successes
Some examples of past policy and lobbying successes include:
- Authored language included in the FY2007 Defense Authorization Bill which requires the Department of Defense to procure 25% of its energy from renewable resources by 2025
- Successfully lobbied for the Marine and Hydrokinetic Renewable Promotion Act provisions to be included in the Energy Independence and Security Act of 2007
- Successfully formed industry support and lobbied Congressional staff to authorize a new separate funding line item – DOE Water Power R&D program. (Funded at $50 million for FY10)
- Lobbied to ensure that Marine Renewables was included in the Production Tax Credit, Renewable Energy Production Incentive and Federal Purchase Requirement
- Supported USDA on Farm Bill rural renewable energy systems funding program
- Identified and facilitated applications for ARPA-E funding announcements for advanced energy storage, and for Recovery Act funding dedicated to Smart Grid improvements
- Wrote authorizing and appropriations language for a National Offshore Wind Initiative
- Successfully advocated for the inclusion of Ocean Energy (now Marine and Hydrokinetic Renewables) as a federally recognized qualified renewable energy resource in the 2005 Energy Policy Act
- Established Client partnerships with DoD facilities and R&D organizations to site renewable energy projects
- Justification for an increase in profit associated with the Government’s shift of performance risk to the client
- Re-write of the initial proposed payment schedule to eliminate invoice rejections by ensuring proper alignment with automated federal payment systems
- Identification and protection of client funded technical data and software during contract performance period and beyond
- Helios Strategies co-founded the Ocean Renewable Energy Coalition for companies with a stake in the Marine and Hydrokinetic energy industry, which has grown to nearly 50 members.
